PEP celebrates driving sustainable development in the Global South through localised, evidence-based policy solutions since October 1, 2002.On October 1, 2025, we proudly celebrated 23 years of PEP providing local evidence for localised policy solutions. Since its founding in 2002—long before the term became common in development debates—PEP has placed localisation at the centre of its work. From the beginning, PEP has built research capacity in the Global South so that policy advice reflects local realities. PEP has supported over 1300 researchers in almost 70 countries. Together, they have produced evidence that informs policies affecting all areas of life, including jobs, food security, gender equality, education, and climate change. The result has been more effective and more inclusive solutions for communities across the globe.
This past year has shown how PEP continues to evolve while staying true to its mission. A major highlight came with the conclusion of the What Works for Youth Employment in Africa program. This three-year initiative, delivered in partnership with the Mastercard Foundation, spanned ten African countries. PEP supported local teams that combined quantitative and qualitative research methods while engaging a broad range of stakeholders. More than 1500 young people, policymakers, employers and educators shared their views through interviews and focus groups. Their input ensured that the evidence reflected the real needs of young people.
The findings are now available in an open-access repository. This new resource combines country-specific insights with common action areas across the ten countries. These include the need for stronger coordination of initiatives, holistic program design, diversified funding, better support for entrepreneurship and improved education and training systems. Policymakers, researchers and practitioners across Africa and beyond can use, adapt and build on this evidence.
At the end of 2024, PEP launched an innovative new program with support from the Hewlett Foundation. The initiative marks an important step forward in how PEP connects evidence to policy. Instead of focusing on long-term research projects, the program trains local experts to work directly with government partners. Nine teams from research institutes in nine countries now provide rapid assessments of policy questions. They deliver timely, relevant and politically informed answers within months rather than years.
These two programs clearly show how PEP adapts to the shifting policy landscape. PEP’s approach views localisation not only as a question of who produces the evidence but also how—and how quickly—they use it.

This anniversary also marks a personal milestone for PEP’s Executive Director, Prof. Jane Mariara, who joined the organisation in October 2016. As she celebrates nine years of leadership, PEP recognises her vision and dedication. Under her direction, PEP has strengthened its reputation as a trusted partner for governments, funders and researchers. She champions the principles of localisation, inclusivity and collaboration that continue to shape PEP’s work today.
“PEP’s achievements over the past 23 years show the power of collaboration. Our strength lies in the shared commitment of our funders, partners and collaborating institutions, PEP Board of Directors, our mentors, management and staff, and all our researchers. I thank each of them for their dedication and support, which help PEP continue to grow and make a difference,” said Prof. Mariara.
As PEP celebrates its anniversary, it stays true to its founding vision: to empower local researchers, support evidence-based policymaking and promote equitable growth and sustainable development.
