Key Action Areas for Youth Employment Policy in Uganda

A large proportion of the youth in Uganda are not in education, employment or training, and those working are in vulnerable employment, with inadequate earnings, low productivity and poor working conditions that undermine their fundamental rights. The government has implemented a number of youth employment programmes and policies (YEPs) but these have so far failed to generate sufficient jobs to meet the demand.
Following an in-depth empirical review of youth employment policies and programs (YEPs) in Uganda, a team of local researchers and stakeholders recommended specific actions to improve the efficiency and outcomes of these interventions:
- Creating a strong institutional framework for YEPs, promoting youth entrepreneurship holistically,
- Providing internationally certified technical and vocational education and training.
