Ethiopia’s youth face high unemployment and underemployment, especially in urban areas and among young women. A team of local PEP researchers conducted a review of the government’s programs, including the Growth and Transformation Plans and the Youth Revolving Fund. They found that while the programs have helped create jobs and improve skills, their impact is limited by weak coordination, insufficient resources, and gaps in monitoring and evaluation. Strengthening institutional cooperation, establishing clear targets and monitoring thereof, and including vulnerable youth in program planning can improve the programs’ effectiveness, equity and sustainability.
