I. About CBMS-Bolivia

 

 

 

 

Objectives of the Project

The Bolivian CBMS initiative attempts to conduct a Census in one community of the Departamento of Santa Cruz de la Sierra. The community will be chosen by Fundaci´on ARU and the Secretary of planning of the Government of Santa Cruz de la Sierra. In particular, we pursuit the following objectives:

  • To build capacity for the design, recollection and processing of information in both, local governments and communities. In the spirit of the CBMS approach, we plan to develop and execute the activities in close coordination with personnel of the Secretary of Planning of the Government of Santa Cruz, as well as to recruit and trained enumerators from the chosen community
  • To collect data trough a CBMS census that will be made available for consultation and visualization of the information through a web based management system
  • To investigate multidimensional poverty changes as well as the incidence of aggregate and idiosyncratic risks
  • To investigate the effect of formal and informal mechanisms of social protection in the informal sector
  • To advocate the scaling-up of the CBMS approach in Santa Cruz de la Sierra in order to improve planning and decision making as well as increase the bargaining power of the communities

      Fundaci´on ARU is an independent, nonprofit, pluralistic public policy research institution. Its main objective is to promote and provide applied quality research that informs and influences public policies process in Bolivia. ARU conceives that the most effectives policies - those that provide opportunities for people to build better lives and foster, healthy vibrant societies - are based on quality research that is capable of promoting not only public policy debates but also evidence-based decision - making.

       

      In order to inform and influence public policy process, quality research must have two major inputs: (1) data quality and (2) methods that explain them. In a lot of cases, both inputs are scarce, in one hand, quality data is non-existent, when exists is not always available and when available is not always public and in some, cases has errors. In the other hand, analysis methods are connected to human resources, researchers that have skills to analyze data following the correct methods. In this cases human capital has a high opportunity costs and does not always is linked to research because it is an activity too fluctuating.
