The initiative builds on the ongoing work of the PEP research network, and in particular in developing PEP schools. It follows from the experiences in strengthening capacities for poverty analysis in Namibia earlier in 2008, which was carried out by the Central Bureau of Statistics in Namibia, UNDP and Université Laval with support from the UNDP Thematic Trust Fund for Poverty Reduction.
