The Community-Based Monitoring System is one of the tools developed in the early 1990s under the Micro Impacts of Macroeconomic Adjustment Policies (MIMAP) Project -Philippines to provide policymakers and program implementers with a good information base for tracking the impacts of macroeconomic reforms and various policy shocks.

The CBMS work in the Philippines evolved after it was observed that there was no disaggregated data then for planning, program formulation, policy impact and poverty monitoring. There was also a need for support mechanisms for the implementation of the decentralization policy. The CBMS is envisioned to serve as a tool for local governance and complement the national poverty monitoring system. The CBMS can likewise facilitate the implementation of targeted poverty reduction programs with its household and individual level data as well as the monitoring and evaluation of these poverty reduction programs.

Today, the CBMS has been adopted by the National Anti-Poverty Commission (NAC) and the Department of Interior and Local Government (DILG) as the local poverty monitoring system and as a tool for localizing the Millennium Development Goals (MDGs) in the country. Efforts are underway with the help of national government agencies, local government units (LGUs), non-government organizations (NGOs) and donor agencies to scale up the implementation of the CBMS.

Project Activities

  • Technical collaboration with partner LGUs, NGOs, donor agencies and other development stakeholders on the implementation and full-scale institutionalization of a CBMS.
  • Provision of technical support to concerned national government agencies and other interest groups on poverty assessment and monitoring system-related initiatives as well as in the building of a national repository of CBMS data.
  • Advocacy with government and non-government funding organizations for the use of CBMS data in formulating appropriate policies and programs and in targeting eligible beneficiaries.
  • Conduct of training workshops on data collection, manual and computerized data processing, data validation, and preparation of socioeconomic profiles using CBMS data.
  • Conduct of studies /documentation relating to decentralization and governance, poverty monitoring, applications of CBMS data on geographic information system and preparation of development profiles.
  • Refinement of earlier CBMS methodology developed to incorporate recent developments and demands from partners.
  • Documentation and dissemination of CBMS experience and related-findings of local partners

The CBMS -Philippines Project is being implemented by the Angelo King Institute for Economic and Business Studies (AKI) of De La Salle University Manila.

The DLSU-AKI's corporate vision merges with its founding institutions' drive for research excellence, policy relevance and overriding concern for poverty alleviation. The institute intends to establish a niche in the area of research by integrating economic an business studies, and by combining macro and micro perspectives. Specifically, the institute hopes to contribute to the improvement of national and local policies and programs, and the strengthening of support institutions. In additions, the institute also expects to help alleviate poverty and pursue sustainable development in teh country through its various research programs.
