Under collaboration between IDRC,UNIFEM,CBMS and the CBMS Coordinating team, the proposed project aims to develop and implement a Community-Based Monitoring System designed to facilitate gender responsive budgeting at the local level in Peru. Building on pilot experiences in the Philippines and Senegal and Morocco, the proposed project will be implemented to attain several interlinked objectives. First, the project will endeavor to develop a gender-responsive monitoring tool that will aid local level budgeting. Made to conform to the gender and development context of Peru, the tool to be created is envisaged to be replicated in other areas of the country. Second, the monitoring tool will then be implemented in selected municipalities of Lima Sur, initially focusing on the municipality of Villa El Salvador. In so doing, the project will develop capacities of the local government to carry out evidence-based, gender-responsive budgeting. Third, through the developed monitoring tool and the capacities built at the local level, the project ultimately aims to produce participatory, evidence-based, and gender-responsive development plans and budgets for the selected municipalities. In so doing, the project will enlarge the CBMS International Network by promoting its presence and partnerships in Latin America. Outputs that would be produced during the project period will be: (1) pilot-tested core set of indicators for monitoring key relevant gender issues, (2) CBMS-GRB training modules and instruments for data collection, processing and data analysis customized in local context, (3) Local development plans and budget that address issues identified by the pilot CBMS-GRB survey results, (4) Research paper/documentation of the analysis of CBMS-GRB survey results, (5) Research paper/documentation on the project findings and lessons learned, (6) Establishment of the CBMS-GRB database at the local level (7) Poverty maps and profile of the project sites based on the results of the CBMS-GRB survey | ||

Partner Institution CBMS-Peru is currently being implemented in Peru by UNIFEM and DESCO. The municipality of Villa El Salvador at present does not have a functional monitoring system in place. Neither have financial resources for information gathering. While the municipality considers data gathering as a crucial governance task, budgets are veered towards other initiatives such as infrastructure, municipal services, and other development programs. Villa El Salvador is also at a substantially advanced degree in terms of gender budgeting work. The municipality has partnered with groups such as UNIFEM, DESCO, Flora Tristán to work in the participatory budget processes to improve women’s opportunities and capacities to get involved to advocate for their demands. | ||
