Regional autonomy provides local governments in Indonesia with additional rights and responsibilities. On one hand, they are given more discretion in designing their budget like in determining how much they want to spend on health and education sectors. On the other hand, since they are now directly elected in a 'one man, one vote' system, they have more responsibility to their constituents. One significant issue in Indonesia is the targeting of the poor and making sure they receive the assistance that they need. In order to target the poor at the lowest level- the household- government officials need a monitoring system that is conducted by the community. | ||

Partner InstitutionCBMS Indonesia is being implemented by the SMERU research institute with BKKBN as partner. BKKBN is the government agency responsible for monitoring family planning activities in Indonesia. For this reason, it has developed a CBMS that has cadres in almost every village in Indonesia. In 2001, BKKBN was decentralized and is now under the authority of district governments, except the Central BKKBN office in Jakarta which is still under the national government. | ||
