Regional autonomy provides local governments in Indonesia with additional rights and responsibilities. On one hand, they are given more discretion in designing their budget like in determining how much they want to spend on health and education sectors. On the other hand, since they are now directly elected in a 'one man, one vote' system, they have more responsibility to their constituents. One significant issue in Indonesia is the targeting of the poor and making sure they receive the assistance that they need. In order to target the poor at the lowest level- the household- government officials need a monitoring system that is conducted by the community.

The pilot CBMS in Indonesia is an attempt to strengthen the pre-existing CBMS conducted by the BKKBN (National Family Planning Coordination Board) whose main purpose is to monitor the implementation of the family planning program. In the pilot, the aim is to improve and enrich BKKBN's indicators and measurement techniques to be able to measure family welfare better.

The measure will improve BKKBN's methodology in three main areas: (a) local specificity, which is crucial considering Indonesia's size and heterogeneity; (b) family ranking based on their welfare, which will help the government to prioritize aid on the poorest families first; and (c) possibility of manipulation by village leaders who usually prefer their village to be considered poor and thereby receive more aid form the government.

• Conduct of a consultation workshop with various stakeholders to solicit their comments, suggestions and critiques on the research instruments.

• Conduct of a workshop to disseminate results and promote the importance of having a local monitoring system and the advantages of adopting a CBMS-type monitoring system.

Partner Institution

CBMS Indonesia is being implemented by the SMERU research institute with BKKBN as partner. BKKBN is the government agency responsible for monitoring family planning activities in Indonesia. For this reason, it has developed a CBMS that has cadres in almost every village in Indonesia. In 2001, BKKBN was decentralized and is now under the authority of district governments, except the Central BKKBN office in Jakarta which is still under the national government.

This development is considered important since BKKBN has the infrastructure in lace and it is the most likely state institution to assume control of the CBMS at the national level if and when it is scaled up. Furthermore, cooperation from respective district governments has been secured. This is crucial because in the regional autonomy era, they are the ones that will decide whether to adopt the system or not.
