The lack of poverty estimates at the local level in Bangladesh used to be a factor that hindered any initiatives for reducing poverty. Thus, under the Micro Impacts of Macroeconomic Adjustment Policies (MIMAP)- Bangladesh Project, the methodology and the indicators for a local level poverty monitoring system (LLPMS) were developed and pilot tested. Form the pilot phase of the LLPMS, it was noted that if local people can be motivated and trained to do this work, they could develop and operationalize such a system at the local level. An operational LLPMS at the union level is expected to complement the national poverty monitoring initiatives in providing both poverty and development-related information and policy guidelines.
The CBMS work in Bangladesh aims to create a community -based poverty monitoring system at the local level and ensure active local government participation and effective use of relevant information. The current phase of the project will serve as a replicable model for poverty monitoring at the local level, help identify the poor in certain areas, and serve as a basis for providing support services as per the needs of the local people, especially of the disadvantaged groups. |
Project Activities- Regular implementation of the methodology and the indicators for a local level poverty monitoring system (LLPMS) tested under MIMAP-Bangladesh
- Creation of a database on the local level poverty and development indicators and a mechanism wherein users themselves regularly update the database
- Provision of technical assistance to the local government functionaries so that the latter can use the information in local level plans and develop sustainable linkages with government organizations, NGOs and other development partners.

Partner InstitutionThe CBMS work in Bangladesh is being implemented by the Bangladesh Academy for Rural Development (BARD). The BARD has been established as a specialized national institution for training, research and action-research related to rural development it is committed to fulfill rural people's aspiration and perceived needs, and solve rural problems by enabling the rural people to work with proper motivation and training. It is also tasked to extend policy support to government by identifying advocacy issues and strategies of rural management.
The mandate of BARD involves: - Conduct of research in rural development and allied fields
- Provision of training to government officials and others concerned with rural development.
- Test and experiment on concepts and theories of development.
- Evaluation of programmes and activities related to rural development.
- Provision of advisory and consultative services to the government and other agencies
- Guidance and supervision of students (national and foreign) in their dissertation work.
- Arrangement and conduct of national and international seminars, conference and workshops.
