While progress toward the attainment of the Millennium Development Goals (MDGs) is systematically being measured, monitored and reported at the national level, clearly, there must be a parallel effort at the local level to bring the MDGs into the mainstream of the local development agenda. | ||||
In the PhilippinesIn response, the Philippine Government has embarked on an initiative to localize the MDGs using the Community-Based Monitoring System (CBMS). In 2005, the National Statistical Coordination Board (NSCB) issued Resolution No. 6 “recognizing and enjoining support to the CBMS as a tool for strengthening the statistical system at the local level that will generate statistics for monitoring and evaluation of development plans, including the progress of the local governments in attaining the Millennium Development Goals.” The CBMS that is being implemented in the Philippines is indeed well-positioned to track progress toward the attainment of the MDGs at the local level. For one, a number of indicators being monitored in the CBMS are included in the indicators for monitoring the progress in achieving the MDGs. Moreover, CBMS is intended to be done on a regular basis and can therefore be used for updating MDG indicators and facilitating preparation of regular MDG reports. The CBMS can also be used as basis by national and local governments for costing and identifying appropriate interventions needed to achieve the MDGs as well as for resource allocation. Finally, given the large spatial disparities, the CBMS can help identify where focus has to be given to achieve the targets. |
