The CBMS-Philippines National Conference is an annual gathering of policymakers, program implementers, and development stakeholders to share best practices, recent developments and tackle emerging issues in line with the implementation and use of the community-based monitoring system in the country.
As the first country to have piloted the system in the early 1990s, national and local government units in the Philippines have long had recourse to CBMS to help them both monitor and tackle multidimensional poverty and development issues.
Under the theme “Enhancing Local Governance and Providing a Better Quality of Life for Filipinos through CBMS,” this year's event, held from March 19 to 21 at the SMX Convention Center in Manila, gathered a total of 592 stakeholders from several areas of the Philippines. The conference featured keynote presentations and sessions tackling urgent issues among development practitioners in the country today, including:
Implemented in 66 provinces covering 20,671 barangays located in 776 municipalities and 51 cities, CBMS - as the most widely-used and acknowledged tool of data collection at the household level in the country - has become a direct instrument for empowerment and actual poverty reduction in the country. It has enabled poor communities to assert their needs to local and national policymakers and program implementers as well as to influence budget allocations for nearly two decades.
The conference was organized by the PEP-CBMS Network Coordinating Team of the Angelo King Institute for Economic and Business Studies of the De La Salle University-Manila in collaboration with the Department of the Interior and Local Government (DILG), National Anti-Poverty Commission (NAPC), National Economic and Development Authority (NEDA) and the League of Municipalities of the Philippines (LMP). See memorandum circular here.)
