Lanka
There is a lack of
adequate empirical data on patterns and causes of poverty in Sri Lanka.
Both hinder efforts to identify innovative poverty alleviation
approaches. There is also a limited knowledge on the dynamics of
poverty. Any program aiming to reduce poverty in Sri Lanka depends not
only on national and regional level statistics, but also on better
empirical information from the grass root level as well.
The
community-based monitoring system (CBMS) project in Sri Lanka aims
to identify and pilot test appropriate methodologies for community based
poverty monitoring in selected locations and to improve indicators for
measuring chronic and transient forms of poverty and their causes. CBMS
data, which complement national level data, will support the improvement
of state policies and programs for poverty alleviation in Sri Lanka. The
CBMS project also aims to identify institutional mechanism that will
support the built-up of a longitudinal database on poverty issues at the
local level and to link such exercises to decentralized forms of
regional and local development planning and monitoring.

Project Activities
- Conduct of complete community-based
poverty monitoring (CBPM) survey in two locations: Colombo (urban
sector) and Hambantota (rural sector). In each location approximately
400 households will be interviewed
- Analysis and interpretation of data
via tables and GIS maps
- Conduct of a training workshop on
GIS for poverty monitoring
- Assessment of possible institutional
linkages between Sri Lankan Universities and local government
authorities/ community-based organizations
- Stakeholder workshop with
presentation of results and proposal for long-term
institutionalization of CBPM approach in Sri Lanka

Partner Institution
The CBMS work in Sri Lanka is being
implemented by the Institute of Policy Studies in collaboration with the
"Improving Capacities for Poverty and Social Policy Research" (IMCAP)
Program of the University of Colombo. The IMCAP Program aims to build up
expertise through applied research and teaching programs on poverty,
social policy and other other development- related issues within Sri
Lankan Universities. It facilitates linkages between academic research
with practitioners and policy makers and supports efforts to provide
qualified social science graduates with employment in the development
sector. It has three components, namely a Resource Unit with up-to-date
information and advisory service on IMCAP's focal areas, various
teaching and training activities for University lecturers and students,
and provision of guidance for applied research with main focuses on
community based poverty dynamics, youth and gender studies, and peace
and support for applied research focusing on conflict impact assessment
of development interventions in Sri Lanka.
